Position Details Position Title: Senior Program Officer, Evaluation Function: Evaluation Position Type: Full-Time (Paid) Posted On: 7/23/2010 Job Description: As part of the College-Ready (CR) Portfolio's Strategy & Management Team, the senior program officer focuses on developing and managing a portfolio of CR evaluations.  The Strategy & Management group focuses on strategy, implementation, measurement, knowledge management, and grantee/partner support. The team focuses internally on enhancing portfolio and performance management and impact, and externally on strategic opportunities and knowledge transfer.  The Senior Program Officer collaborates with the Deputy Director of Strategy and Management in Education and others to evaluate foundation opportunities, align and improve core processes, drive portfolio alignment and metrics, and manage focused grants, critical contracts, and relationships.  The SPO, Evaluation collaborates with the CR team's strategy, research, and program staff; US Program IPI and advocacy staff; and external stakeholders. Additional responsibilities include:
Determining, in consultation with CR leadership, independent evaluation priorities, objectives, scope, and methodology.
Leading the design and management of multi-year evaluation programs within the EDU program; managing an existing portfolio of mixed-methods evaluations
Selecting, directing, optimizing the delivery of independent evaluations.
Developing, in close consultation with multiple internal teams, the primary research/evaluations questions that will set the stage for eventual evaluations.
Project management: tracking milestones and deliverables, payment schedules, and reporting requirements to ensure effective performance of contracts.
Collaborating on broader measurement programs within EDU, focusing on the articulation, capture, and use of aligned and multidimensional metrics to drive performance management and improve implementation.
Analyzing, synthesizing, and communicating findings from evaluations and strategy reviews:  identify themes across bodies of data (evaluations, research, knowledge management capture)
Collaborating within the SM team, and influencing a broader group of program officers and leadership, with a focus on portfolio analysis, management, metrics, and process improvements; serving as a point of contact on portfolio-related measurement and evaluation issues for key stakeholders.
Qualifications: Minimum of 15 years of relevant professional work experience, including leadership experience managing and developing a team.
Advanced degree in education, public policy, social sciences, or related field required; PhD preferred
Considerable experience as a Principal Investigator in quantitative and qualitative impact evaluation. 
Track record with leading impact evaluators and fluency in managing a diverse portfolio of evaluations.
Strong communication skills, broad/multi-sector experience, and a proven ability to shape measurement policy and practice.
Expertise in the design of impact evaluation, such as randomized control trials (RCT's), propensity score matching, regression discontinuity and other quasi-experimental designs.
Experience working in the K-12 or P-16 education sector or a strong familiarity with the issues and challenges of K-12 and P-16 education.
Fluency in managing data, metrics, and budgets.
Experience developing, negotiating, and managing programs and in negotiating performance-based contracts.
Strong project management and consultative skills.
Ability to work with flexibility, efficiency, enthusiasm, and diplomacy both individually and as part of a dynamic team.
Adept at dealing with ambiguity and a frequently changing work environment.
Demonstrated commitment to the foundation's core values, mission, and programs and to serving our grantees.
